AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY OF <br />PORTSMOUTH; 1988, AS ~4ENDED BY AMENDING SECTIONS 22-1, <br />22-129(a), AND (e), 22-182(c), (k), and (1), 22-238, 22-240, <br />22-300, 22-327, 22-348(b) and 22-423 THEREOF, AND BY ADDING <br />SECTION 22-688 THERETO, PERTAINING TO MOTOR VEHICLES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 22-1, 22-129(a) and (e), 22-182(c)(k) <br />and (1), 22-238, 22-240, 22-300, 22-327, 22-348(b) and 22-423 <br />of the Code of the City of Portsmouth, Virginia, 1988, be <br />amended to read as follows: <br /> <br />Sectioh 22-1. Definitions. <br /> <br /> The words and phrases used in this chapter shall, for the <br />purposes of this chapter, have the meanings respectively <br />ascribed to them in Section 46.1-1 of the Code of Virginia as <br />in effect on July 1, 1989, except in those instances where the <br />context clearly indicates a different meaning. <br /> <br />Section 22-129. Obstructions to windshield or windows <br /> generally. <br /> <br /> (a) Except as otherwise provided in this section or <br />as permitted by federal law, rule or regulation, it shall be <br />unlawful for any person to operate any motor vehicle upcn a <br />highway with any sign, poster, colored or tinted film or <br />sunshading material or other colored or nontransparent <br />material upon the windshield, front or rear side windows or <br />rear windows of such motor vehicle, other than a certificate <br />or other paper required to be placed by law or which may be <br />permitted by the Superintend~ent-of state police. The size and <br />placement location of stick~rs or decals used by the city in <br />lieu of license plates shall be in compliance with regulations <br />promulgated by the Superintendent of state police. At the <br />option of the motor vehicle's owner, such stickers shall be <br />affixed either at the upper edge of the center of the <br />windshield or at some other place designated by the <br />Superintendent. <br /> <br /> (e) The provisions of this section shall <br />cases except as otherwise provided in Section <br />tha Code of Virginia. <br /> <br />govern in all <br />46-1.291.01 of <br /> <br />Section 22-182.
