SECTION 4. Compensation and salary Adjustment <br /> <br />On and after July 1, 1990, the salary steps for the respective <br />positions set forth in Section 2 of this ordinance shall constitute <br />the plan of compensation for all persons classified under this <br />Section: (see PAY SCHEDULE). <br /> <br />(a) General Increases <br /> <br />The City Manager may recommend the granting of General <br />Increases for all persons classified under this Plan. <br /> <br />Such General Increases will be applied directly to the PAY <br />SCHEDULE such that each grade and step shall reflect the <br />increase. <br /> <br />When a General <br />PAY SCHEDULE~ <br />designation. <br /> <br />Increase is granted, there is no movement on the <br />the employee retains the same grade and step <br /> <br />(b) Ingrade Progression <br /> <br />Employees will receive Ingrade Progression, where applicable, <br />on the basis of their position on the PAY SCHEDULE of this <br />Classification and Pay Plan.. Specifically, those employees on <br />the A, B, C, D, etc., steps, ~ill continue to progress at the <br />rate of one step per year, on these steps, until they reach the <br />G step (A, B, C, D, E, F, G). Any employee on a former shaded <br />"t" or transitional step, will continue to progress in the same <br />manner as employees on the standard letter steps. <br /> <br />The exception to standard Ingrade Progression is that any <br />employee who has attained the former Ft transitional step in <br />the PAY SCHEDULE, will progress to the former Gt transitional <br />step on his/her anniversary date, only if the employee has <br />attained ten (10)2 years City service. If such employee has <br />attained the former Ft step with less than ten (10) years City <br />service, his/her progression will be to the G step. Upon <br />attainment of this last step of the PAY SCHEDULE, paragraph (c) <br />bel6w, pertaining to longevity increases, applies. <br /> <br />No employee may receive more than one Ingrade Progression per <br />year except under the provisions of paragraph (e) below. <br /> <br />Ingrade Progression may be withheld from employees by the <br />Department Head upon submission of two (2) Unsatisfactory <br />Performance Evaluations to the employee. One Performance <br />Evaluation must have been conducted prior to, and one <br />subsequent to, three months before the employee becomes <br />eligible for the Ingrade Progression. <br /> <br />Any non-probationary employee whose performance is such that <br />Ingrade Progression is withheld for two consecutive years, will <br />be demoted or terminated. <br /> <br />-3- <br /> <br /> <br />
