(c) If a person is tried on a process alleging a third or <br />subsequent offense or-violating section 22-421 or section <br />46.2-341.24A of the Code of Virginia, and convicted thereof, <br />such person shall not be eligible for participation in a <br />program pursuant to section 18.2-271.1 of the Code of Virginia <br />and shall have his license revoked as provided in section <br />46.2-391B of the Code of Virginia. The court trying such case <br />shall order the surrender of the driver's license of the <br />person so convicted, to be disposed of in accordance with <br />section 46.2-398 of the Code of Virginia, and shall notify <br />such person that his license has been revoked indefinitely. <br /> <br /> (d) Notwithstanding any other provision of this section, <br />the period of license revocation or suspension shall not begin <br />to expire until the person convicted has surrendered his <br />license to the court or to the state department of motor <br />vehicles. <br /> <br /> (e) The provisiQns of this section shall n~t apply to, <br />and shall have no effect upon, any disqualification from <br />operating a commercial motor vehicle imposed under the <br />provisions of the Commercial Driver's License Act (Sections <br />46.2-341.1 et seq. of the Code of Virginia). <br /> <br />Section 22-582. <br /> <br />Parking in spaces reserved <br />persons. <br /> <br />for handicapped <br /> <br /> (a) It shall be unlawful for a nonhandicapped driver of <br />a motor vehicle to park in a parking space reserved for the <br />handicapped at privately owned shopping centers, business <br />offices, or parking lots or on the streets or public grounds <br />of the city, unless such driver is using the motor vehicle to <br />transport a handicapped person who has obtained a special <br />vehicle parking permit from the commissioner of the state <br />department of motor vehicles. For purposes of this section, <br />the term "nonhandicapped driver" shall mean the driver of a <br />motor vehicle who has not been issued a license plate, permit, <br />or decal by the commissioner designating such person as <br />handicapped. The license plate issued by the commissioner to <br />a motor vehicle shall be attached to such motor vehicle as <br />required by section 22-114. The decal or permit issued by the <br />commissioner must be displayed in the front windshield of the <br />motor vehicle when such vehicle is parked in a parking space <br />reserved for the handicapped. Spaces reserved for the <br />handicapped shall be identified by above-grade signs. <br /> <br /> (b) It shall be the duty of each police officer or other <br />uniformed personnel employed by the city to enforce parking <br />regulations to give to any person operating a motor vehicle <br />parked in violation of this section a summons or parking <br />ticket, or to attach to the vehicle found so parked a parking <br />ticket which states that such vehicle has been illegally' <br />parked in violation of this section and instructing him to <br /> <br /> <br />
