45 <br /> <br />A RESOLUTION APPROVING THE REALLOCATION OF $22,500 OF <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR AN ENHANCED <br />SECURITY SERVICES PROGRAM IN PUBLIC HOUSING NEIGHBORHOODS <br /> <br /> WHEREAS, pursuant to the Housing and Community <br />Development Act of 1974, as amended (Act), financial <br />assistance is provided to localities for undertaking and <br />carrying out housing and development activities; and <br /> <br /> WHEREAS, the criteria set forth at 24 CFR 570.201(e)(1) <br />of the Act authorizes the provision of public services which <br />are directed toward crime prevention and which improves the <br />community's public health and safety; and <br /> <br /> WHEREAS, it has been determined that funding of a <br />Security Services Program is in the public interest and will <br />serve to enhance the quality of life for the community's <br />residents; and <br /> <br /> WHEREAS, it is now appropriate to establish an Enhanced <br />Security Services Program in the City's Public Housing <br />neighborhoods and to reallocate and thereby utilize $22,500 of <br />the 1990 Community Development Block Grant funds to effectuate <br />this effort; and <br /> <br /> WHEREAS, the required public hearing has been held and <br />the City Council has reviewed the Proposed Enhanced Security <br />Services Program (Program); and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding the Program to comply with the regulations of <br />aforementioned Act; and <br /> <br /> WHEREAS, the Council <br />governing the undertaking <br />the Housing and Community <br /> <br />is aware of the federal regulations <br />and carrying out of activities under <br />Development Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees <br />from using their position for a purpose that gives the <br />appearance_of being motivated by a desire for private gain for <br />themselves or others, particularly those with whom they have <br />family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said <br />Services Program appropriate to meet the <br />and, therefore, acceptable. <br /> <br />Enhanced Security <br />needs of the City <br /> <br /> <br />
