45 A RESOLUTION APPROVING THE REALLOCATION OF $22,500 OF COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR AN ENHANCED SECURITY SERVICES PROGRAM IN PUBLIC HOUSING NEIGHBORHOODS WHEREAS, pursuant to the Housing and Community Development Act of 1974, as amended (Act), financial assistance is provided to localities for undertaking and carrying out housing and development activities; and WHEREAS, the criteria set forth at 24 CFR 570.201(e)(1) of the Act authorizes the provision of public services which are directed toward crime prevention and which improves the community's public health and safety; and WHEREAS, it has been determined that funding of a Security Services Program is in the public interest and will serve to enhance the quality of life for the community's residents; and WHEREAS, it is now appropriate to establish an Enhanced Security Services Program in the City's Public Housing neighborhoods and to reallocate and thereby utilize $22,500 of the 1990 Community Development Block Grant funds to effectuate this effort; and WHEREAS, the required public hearing has been held and the City Council has reviewed the Proposed Enhanced Security Services Program (Program); and WHEREAS, it is necessary that this Council take official action regarding the Program to comply with the regulations of aforementioned Act; and WHEREAS, the Council governing the undertaking the Housing and Community is aware of the federal regulations and carrying out of activities under Development Program; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their position for a purpose that gives the appearance_of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found said Services Program appropriate to meet the and, therefore, acceptable.
