44 <br /> <br />A RESOLUTION APPROVING THE AMENDED 1990 COMMUNITY DEVELOPMENT <br />PROGRAM OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE <br />CITY MANAGER TO FILE REQUIRED DOCUMENTS WITH THE DEPARTMENT OF <br />HOUSING AND URBAN DEVELOPMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community <br />Development Act of 1974, as amended (Act), financial <br />assistance is provided to localities for undertaking and <br />carrying out development activities; and <br /> <br /> WHEREAS, it has been determined that the Implementation <br />of a City-wide rehabilitation effort and an Enhanced Security <br />Services initiative are in the public interest and will serve <br />to improve the quality of life for the citizens; and <br /> <br /> WHEREAS, it is now appropriate to revise the City's 1990 <br />Community Development Program to include the aforementioned <br />activi~ies;~d <br /> <br /> WHEREAS, the required public hearing has been held and <br />the City Council has reviewed the Proposed Amended 1990 <br />Community Development Program's Statement of Objectives and <br />the Use of Funds; and <br /> <br /> WHEREAS, it IS necessary that this Council take official <br />action regarding the Amended 1990 Community Development <br />Program (Program) to comply with the regulations of <br />aforementioned Act; and <br /> <br /> WHEREAS, the Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the Housing and Community Development Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees <br />from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain for <br />themselves or others, particularly those with whom they have <br />family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said Amended 1990 <br />Community Development Program's Proposed Statement of <br />Objectives and Use of Funds and Uniform Displacement Policy <br />approp_riate to meet the needs of the City and, therefore, <br />acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the Amended 1990 Community <br />Development Program's Proposed Statement of Objectives and Use <br />of Funds, and Uniform Displacement Policy having been reviewed <br />and considered, be and hereby are, approved in all respects <br />and the City Manager is hereby authorized to file the Amended <br />Final Statement of Objectives and Use of Funds and any <br /> <br /> <br />
