13 <br /> <br />A RESOLUTION ENDORSING THE RETURN TO LOCALITIES OF A PORTION <br />OF REVENUES GENERATED BY THE VIRGINIA STATE LOTTERY. <br /> <br /> WHEREAS, the City of Portsmouth and other communities <br />throughout the Commonwealth are engaged in a difficult and <br />costly struggle against drug abuse and crime; and <br /> <br /> WHEREAS, the citizens of those communities <br />taxed and required to forego civic improvements <br />that struggle; and <br /> <br />are being <br />to finance <br /> <br /> WHEREAS, substantial revenues are being generated by <br />Virginia State Lottery from the citizens of the City of <br />Portsmouth; and <br /> <br />the <br /> <br /> WHEREAS, those revenues will be deposited by law into the <br />Commonwealth's General Fund to be used for public purposes. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, does hereby endorse the <br />enactment of legislation to return to localities at least ten <br />per cent of the profits derived from the Virginia State <br />Lottery to be used for the purpose of combating crime and drug <br />abuse. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward copies of this Resolution to <br />the Portsmouth Delegation to the Virginia General Assembly. <br /> <br /> Adopted by.the Council of the City of Portsmouth, <br />Virginia, at a meeting held March 13, 1990. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
