81 <br /> <br />A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE <br />COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />on July ll, 1989 adopted a Comprehensive Plan, (CP-89-1), for <br />the physical development of the territory within the City; and <br /> <br /> WHEREAS, the Planning ComJ~ission, after notice and public <br />hearing, as required by Article 4 of Chapter 11 of Title 15.1 <br />of the Code of Virginia, 1950, as amended, recommended that <br />the "Policies" section of Chapter 8 of the Comprehensive Plan <br />be amended; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has held <br />public hearing, with notice as required by law, and has <br />considered the proposed amendment to the Comprehensive Plan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, that the "Policies" section of Chapter 8 of the <br />Comprehensive Plan for the City of Portsmouth, Virginia, <br />designated CP-89-1 be, and hereby is, amended to read as <br />follows: <br /> <br />CP-90-3 <br /> <br />POLICIES <br /> <br />Master - Planned industrial and business parks will be <br />encouraged as a means of creating jobs while protecting <br />neighborhoods and environmental resources. <br /> <br />When choosing sites for tax-exempt land uses, sites with <br />limited potential value for job creation and tax base <br />expansion should be given priority over sites with a high <br />economic development potential. Before any zoning change <br />or use permit for any tax-exempt land use located in the <br />Downtown Enterprise Zone is approved, the Planning Director <br />shall provide the Planning Commission and City Council with <br />an analysis of the following issues: <br /> <br />Are alternative sites available? <br /> <br />Have City departments or the PRHA tried to assist the <br />applicant in locating alternative sites? <br /> <br /> <br />
