3. This use permit is approved subject to the following <br />conditions: <br /> <br /> (a) Access to the property shall only be from King <br />Street, and the parking lot for the church shall be <br />located on the King Street side of the property. All <br />buildings or structures erected pursuant to this use <br />permit shall be located on the High Street side of the <br />property in order to screen the parking lot from view <br />from High Street. <br /> <br /> (b) Construction of the church shall begin within <br />five (5) years of the adoption of this resolution. <br /> <br /> (c) Ail improvements to the property shall be <br />constructed in accordance with plans submitted to and <br />approved by the Downtown Design Committee, or its <br />successor. Prior to commencing any construction on the <br />proper%y, the applicant shall obtain a Certificate of <br />Compliance from the Downtown Design Committee, or its <br />successor. <br /> <br /> (d) The applicant shall comply with all applicable <br />codes, ordinances, policies and regulations of federal, <br />state, and local governments and shall obtain all <br />necessary licenses and permits. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held August 28, 1990. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
