67 A RESOLUTION GRANTING A USE PERMIT TO MORNING STAR BAPTIST CHURCH TO CONSTRUCT AND OPERATE A CHURCH AT 2111 HIGH STREET. WHEREAS, Reverend Roy Smith, Pastor of Morning Star Baptist Church, has made application pursuant to Section 40-121(a)(vii) of the Code of the City of Portsmouth, Virginia, 1988, to construct and operate a church at 2111 High Street; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit hereinafter described is sought: (a) Will not adversely affect of persons residing and working in the proposed use; the health and safety the neighborhood of (b) Will not be detrimental to the Dublic use or injurious to the property and improvements in the neighborhood; and (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. That Morning Star Baptist Church is hereby granted a use permit pursuant to Section 40-121(a)(vii) of the Code of the City of Portsmouth, Virginia, 1988, to construct and operate a church at 2111 High Street, such site being more particularly described as follows: Beginning on the south right-of-way line of High Street at a point 30'+ west from the west right-of-way line of Constitution Avenue; thence west along the south right-of-way line of High Street 150'+ to a point; thence south 220.10'+ to the north rTght-of-way line of King Street; t~ence east along said right-of-way line 120'+ to a point; thence north 110.5'+ to a point; thenc~ east 30'+ to a point; thence ~orth 110.5'+ to the south -- right-of-way line of High StreeT, the point of origin.
