21 <br /> <br />A RESOLUTION PROCLAIMING MARC~ 17, 1991 AS "SAVE OUR YOUTH <br />SUNDAY." <br /> <br /> WHEREAS, large numbers of young people are dropping out <br />of school; and <br /> <br /> WHEREAS, these young people are turning to drugs for <br />money and find that it often leads to jail, prison, permanent <br />unemployment and death; and <br /> <br /> WHEREAS, African-American males are dying at such <br />alarming rates that they are being called an "endangered <br />species"; and <br /> <br /> WHEREAS, homicide has become the main cause of death for <br />teen-agers and young adult black males; and <br /> <br /> WHEREAS, in Portsmouth, 6 of the 18 homicide victims <br />during 1990 were Black teens; and <br /> <br /> WHEREAS, WAV (Women Against Violence) is deeply concerned <br />about the many children being ~aised by single women who feel <br />powerless and ineffective in these_days of high unemployment,. <br />limited family structure, crack cocaine, fast money, and <br />unbridled rage; and <br /> <br /> WHEREAS, WAV members seek to be advocates on behalf of <br />black women and their children while preparing for the task of <br />reclaiming them from the threat of self destruction; and <br /> <br /> WHEREAS, intervention to be effective must meet the needs <br />of. all family members and requires the delivery of <br />comprehensive and coordinated services; and <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, does hereby proclaim March 17, <br />1991, as: <br /> <br /> "SAVE .OUR YOUTH SUNDAY" <br /> <br />in the City of Portsmouth and urge all citizens to show a <br />p~sitive change for our black youth within our City. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held March 12, 1991. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
