53 <br /> <br />RESOLUTION <br /> <br /> WHEREAS, on the 22nd day of July, 1991, death brought to <br />a close the very productive and active life of Shirley Elvina <br />Winters, a retired news reporter, writer, indefatigable <br />volunteer and a resident of the City of Portsmouth; and <br /> <br /> WHEREAS, Shirley Elvina Winters served the citizens of <br />the City of Portsmouth as a news reporter for the Virginian <br />Pilot for 20 years, and after retirement continued to free <br />lance for local publications; and <br /> <br /> WHEREAS, she gave unselfishly of her time, energy and <br />resources in the best interest of the City of Portsmouth <br />through her affiliation and activities with such groups as the <br />Cradock Woman's Club, Richard Dale Woman's Club, The Cradock <br />Property Owners Association, Holiday House, The Pilot Club, <br />The Clean Community Commission and the Virginia Federation of <br />Garden Clubs; and as a indefatigable volunteer for various <br />City programs; and <br /> <br /> WHEREAS, the stature she attained in the community by her <br />exemplary life and many achievements was well recognized <br />during her lifetime by her family, friends, employers and <br />associates; and <br /> <br /> WHEREAS, her most remembered slogan was, "If Everybody <br />would do a little, nobody would have to do a lot"; and <br /> <br /> WHEREAS, the community has suffered a great loss in the <br />passing of Ms. Winters, and joins with her family, friends, <br />and associates in mourning her death. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the sympathy of this body, acting <br />for the citizens of this City be, and hereby is, extended to <br />the family of the late Shirley Elvina Winters. <br /> <br /> BE IT FURTHER RESOLVED, that this resolution be spread <br />upon the minutes of the Council, and that a copy thereof be <br />presented to her family in recognition of her service and <br />respected stature in this City and in her community. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held September 24, 1991. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
