45 <br /> <br />A RESOLUTION EXPRESSING THE APPRECIATION AND GRATITUDE OF THE COUNCIL <br />OF THE CITY OF PORTSMOUTH, VIRGINIA TO DR. MATTHEW L. WHETTED AND <br />GYNECOLOGY ASSOCIATES, LTD. FOR THEIR COMMITMENT TO PROVIDE MEDICAL <br />SERVICES TO THE INDIGENT. <br /> <br /> WHEREAS, the City of Portsmouth, the State of Virginia and this <br />Nation are all experiencing fiscal stress which has caused a reduction <br />in the amount of funds available for medical care and services for the <br />indigent; and <br /> <br /> WHEREAS, the City of Portsmouth has been a magician and a wizard <br />in locating funds to provide medical services for its indigent <br />population, including indigent new mothers; and <br /> <br /> WHEREAS, every year In the City of Portsmouth about 700 indigent <br />women give birth; and <br /> <br /> WHEREAS, Dr. Matthew L. Whitted and Gynecology Associates, Ltd. <br />have joined in the struggle to provide good health care for the <br />indigent by volunteering to deliver indigent babies for free in the <br />City of Portsmouth at Portsmouth General Hospital for the next 12 <br />months; and <br /> <br /> WHEREAS, Dr. Whitted's commitment to the struggle is guided by the <br />principle "people who have the skills are going to have to contribute <br />with the understanding that you are not always going to get <br />compensated"; and <br /> <br /> WHEREAS, Dr. Whitted's and <br />contributions will provide a great <br />Portsmouth and the State of Virginia; <br />immeasurable contribution. <br /> <br /> Gynecology Associates', Ltd. <br />financial relief to the City of <br /> and to the affected families, an <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the Council hereby expresses its <br />appreciation and gratitude to Dr. Matthew L.
