6. That Sections 40-71.1(d), 40-71.2(a) and 40-56.2(c) <br />of the Code of the City of Portsmouth, Virginia, 1988, be <br />amended to read as follows: <br /> <br />Section 40-71.1. Design and dimensional requirements for <br /> parking lots. <br /> <br /> (d) No driveway shall exceed thirty-five (35) feet in <br />width at the property line, and fifty (50) feet in width at <br />the curbline. TSe minimum width of a one-way driveway shall <br />be fifteen (15) feet. The minimum width of a two-way driveway <br />shall be twenty-four (24) feet. Between the curb and <br />property, or a maximum distance back from the curb line of <br />fifteen (15) feet, all driveways shall be constructed of 3000 <br />p.s.i, concrete, a minimum of seven (7) inches thick. <br /> <br />Section 40-71.2. Parking lot screening and landscaping <br /> requirements. <br /> <br /> (a) In all districts, off-street parking areas adjoining <br />parcels used or zoned for residential purposes shall be <br />screened from view from the adjacent residential parcels with <br />a landscaped buffer in accordance with Landscaping Group 1. <br />When a use permit is required for the parking area, City <br />Council may approve a modification of this requirement. <br /> <br />Section 40-56.2. Parking. <br /> <br /> (c) Notwithstanding any other provisions of this <br />chapter, whenever (i) there exists a lot with one or more <br />structures on it constructed before the effective date of this <br />chapter, and (ii) a change in use that does not involve any <br />enlargement of a ~structure is prQposed for such lot, and (iii) <br />the parking requirements of this~section that would be <br />applicable as a result of the proposed change cannot be <br />satisfied on such lot because there is not sufficient area <br />available on the lot that can practicably be used for parking, <br />then the developer need only comply with the requirements of <br />this section to the extent that (i) parking space is <br />practicably available on the lot where the development is <br />located, and (ii) off-site parking space is reasonably <br />available as provided in Section 40-45.3. <br /> <br /> <br />
