AN ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 2-29(b) <br />THEREOF, PERTAINING TO ADMINISTRATION. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 2-29[b)of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 2-29. <br /> <br />Procedure for adoption of ordinances and <br />resolutions. <br /> <br /> (b) No ordinance or resolution relating to any zoning <br />matter shall be finally adopted by the council at a meeting <br />whereas such matter was first considered. Such ordinance or <br />resolution previously approved on first reading unanimously by <br />city council shall be listed under the consent agenda for a <br />second reading, provided, however, that such ordinance or <br />resolution shall be removed from the consent agenda and <br />considered separately upon the request of any member of the <br />council or upon receipt of a request from members of the <br />general public to address city council on such ordinance or <br />resolution in accordance with the requirements of section <br />2-68. No ordinance or resolution appropriating money <br />exceeding the sum of Five Hundred and 00/100 Dollars <br />($500.00), imposing taxes or authorizing the borrowing of <br />money shall be passed except by a recorded affirmative vote of <br />a majority of all members elected to the governing body. <br /> <br /> 2.
