AN ORDINANCE TO AMEND CHAPTER 28 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTION 28-31 <br />THEREOF, PERTAINING TO THE RIGHT OF THE CHIEF OF POLICE TO <br />INSPECT RECORDS KEPT BY PRECIOUS METAL DEALERS AND THEIR <br />EMPLOYEES AND TO SEARCH FOR AND SEIZE ANY ARTICLE KNOWN TO <br />BE MISSING OR BELIEVED TO BE STOLEN. <br /> <br /> BE IT ORDAINED by the Counsel of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Section 28-31 of the Code of the City of <br />Portsmouth, Virginia, 1988, be enacted to read as follows: <br /> <br />Section 28-31. Inspection of records required by article <br /> and articles listed in such records. <br /> <br /> Every dealer shall admit to his premises during <br />regular business hours the chief of police or his sworn <br />designee or any law-enforcement official of the state or <br />federal governments, and shall permit such officer to <br />examine all records required by this article, and to <br />examine any article listed in a record which is believed by <br />the officer to be missing or stolen and search for and take <br />into possession any article known to him to be missing, or <br />known or believed by him to have been stolen. <br /> <br /> 2.
