That Section 12-173 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended by changing the <br />definition of "Professional services" to read as follows: <br /> <br />Section 12-173. Definitions. <br /> <br /> Professional services means work performed by an <br />independent contractor within the scope of the practice of <br />accounting, actuarial services, architecture, land surveying, <br />landscape architecture, law, medicine, optometry, pharmacy, <br />professional engineering. <br /> <br /> 4. That Section 12-215(a)(2) and (7) of the Code of the <br />City of Portsmouth, Virginia, t988, be amended to read as <br />follows: <br /> <br />Section 12-215. <br /> <br />Exemptions from requirements of competitive <br />bidding or competitive negotiation- <br />Generally. <br /> <br /> (a) The requirements of this article for competitive <br />bidding or competitive negotiation shall not apply to the <br />following: <br /> <br /> (2) The acquisition of facilities by an industrial <br />development authority under the Industrial Development and <br />Revenue Bond Act (Code of Virginia, ~15.1-1373 et seq.), <br />and facilities for use by the city, the Commonwealth and its <br />agencies, or other governmental organizations, provided that <br />any such facilities owned by the city, the Commonwealth or its <br />agencies or other public bodies subject to the Virginia Public <br />Procurement Act shall not be exempt from competitive <br />procurement requirements. <br /> <br /> (7) Admin~stef~ing public assistance programs as defined <br />in section 63.1-87 of the Code of Virginia, the fuel <br />assistance program or community services boards as defined in <br />~37.1-1 may procure goods or personal services for direct use <br />by the recipients of such programs. Consracts for the bulk <br />procurement of goods or services for the use of recipients <br />shall not be exempted from the requirements of procurement <br />provisions. <br /> <br /> 5. That Section 12-220 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 12-220. Same-Small purchases. <br /> <br /> A contract not exceeding fifteen thousand dollars <br />($15,000.00) and for contracts for single-user microcomputers <br />and related peripheral equipment and services not expected to <br />exceed $30,000 may be made in accordance with small purchase <br /> <br /> <br />
