1 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 6 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY'AMENDING SECTION 6-5(a) <br />THEREOF, PERTAINING TO THE USE OR RIDING OF BICYCLES AND <br />ROLLER SKATES ON THE SEAWALL, RIVERFRONT PARK, AND THE <br />PORTSIDE FESTIVAL SITE. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 6-5(a) of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 6-5. <br /> <br />Use or riding of bicycles, roller skates, <br />skateboards or similar devices on the <br />Seawall along the Elizabeth River or <br />adjacent areas. <br /> <br /> (a) No person shall use or ride on the Seawall along the <br />Elizabeth River or the areas adjacent to the Seawall <br />designated as Riverfront Park and the Portside Festival site <br />any skateboards, toys, or similar related devices on wheels or <br />runners. This provision shall not be applicable to the use of <br />wheelchairs for transportation of handicapped persons or the <br />use of baby carriages, strollers or related modes of <br />transportation for infants, who are accompanied by a parent or <br />guardian. The use or riding of bicycles and roller skates <br />shall be permitted only in areas so designated by markings <br />provided by the City's Traffic Engineering Department for that <br />specific use or activity. <br /> <br />2.
