4. That the Code of the City of Portsmouth, Virginia, <br />1988, be amended by adding Section 36-56 thereto to read as <br />follows: <br /> <br />Section 36-56. Appeals. <br /> <br /> The Planning Commission may also hear and decide appeals <br />where it is alleged there is an error in any requirement, <br />decision or determination made by any city official in the <br />enforcement or interpretation of this Article. The appeal <br />shall be limited to the correctness of the city official's <br />application of the Article, and shall not be used to grant an <br />exception or variance thereto. <br /> <br /> Applications for appeals shall be made in writing to the <br />Planning Director and shall be accompanied by a fee of $25.00 <br />to cover the cost of reviewing and processing the application. <br /> <br /> 5.
