AN ORDINANCE TO AMEND CHAPTER 32 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY ADDING ARTICLE IX THERETO, <br />PERTAINING TO PARKING LOTS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Article IX be added to Chapter 32 of the Code <br />of the City of Portsmouth, Virginia, 1988, to read as follows: <br /> <br />ARTICLE IX. PARKING LOTS <br /> <br />Section 32-270. Parking lot site development plan required. <br /> <br /> Site development plans for parking lots shall be prepared <br />in accordance with and, where applicable, shall be included <br />with the site development plan required by Section 40-172.1 of <br />this Code. Such plans shall be stamped by a professional <br />engineer or land surveyor licensed by the Commonwealth of <br />Virginia. Site development plans for parking lots shall <br />contain elevations based upon City of Portsmouth data as <br />furnished by the city engineer. Unless the city engineer <br />shall determine that some deviation is necessary to prevent a <br />demonstrable hardship upon the property owner or is in the <br />best interest of the public safety, the site plan shall also <br />demonstrate compliance with the construction requirements of <br />this Article. <br /> <br />Section 32-271. <br /> <br />Parking lot construction requirements; <br />generally. <br /> <br /> (a) Improvements shall consist of parkway curbs or curbs <br />and gutters around the entire perimeter of the parking lot, <br />and seven (7) inch thick concrete aprons from the property <br />line to the curb or the edge of the street pavement not to <br />exceed fifteen (15) feet in length measured from the edge of <br />the street pavement. Improvements shall also include curbs <br />and gutters, with necessary street widening and sidewalks <br />along all street frontage to the adjoining property and the <br />installation of drainage pipes in ditches. For the expansion <br />of existing parking lots, the city engineer may grant an <br />exception from the construction requirements of this <br />subsection, if he deems such exception is necessary to prevent <br />a demonstrable hardship upon the property owner, based on the <br />relative size of the expansion. The off-site drainage <br />requirements of Section 33-33 of this Code shall apply to <br />these improvements. <br /> <br /> <br />
