AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, AS AMENDED, BY AMENDING SECTIONS 17-21 <br />(b)(3), 17-101 AND 23-1, THEREOF, PERTAINING TO DEFINITIONS. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 17-21 (b)(3) of the Code of the City of <br />Portsmouth, Virginia, 1988, as amended, be amended to read as <br />follows: <br /> <br />Section 17-21. Definitions. <br /> <br /> (b)(3) The word "debris" shall mean dead or dying <br />standing weeds, dead or dying standing trees, any tree or <br />parts of a tree which have fallen due to natural causes or <br />otherwise, trash, junk, discarded or abandoned parts of <br />vehicles, appliances or machinery or any other material or <br />substance which may provide s harbor for snakes or rats, or <br />anything or any condition which may be a fire menace or <br />breeding place for mosquitoes, give off obnoxious or <br />offensive odors, or endanger the health or safety of the <br />residents of this city. <br /> <br /> 2. That section 17-101 of the Code of the City of <br />Portsmouth, Virginia, 1988, as amended, be amended to read as <br />follows: <br /> <br />Section 17-]01.
