compliance shall be deemed to constitute approval of the plans and <br />specifications as submitted, and the building official shall issue any <br />required permit, sUbject To the separate requirements for such permit. <br /> <br />see. 40-57.2. Administrative approval.~. <br /> <br /> The secretary of the downtown design committee may approve the following items <br />when colors, materials, types and designs conform with those defined by the <br />eommittee: <br /> <br /> (a) awnings <br /> <br /> (b) fences <br /> <br /> (c) gutters and downspouts <br /> <br /> (d) paint colors <br /> <br /> (e) repairs, replacing the worn out material or Part with the same material of <br /> the same design and in the same color <br /> <br /> (f) roof shingles or roof-covering materials, provided that there is no change <br /> in the design or contour of the roof <br /> <br /> (g) shutters <br /> <br /> th) storm windows and doors <br /> <br /> ti) vinyl and aluminum siding. <br /> <br />Sec. 40-57.3. Temporary screening during construction. <br /> <br /> The downtown design committee shall consider the need during construction to <br />screen from public view by means of an opaque fence or other device certain new <br />construction projects or additions to existing buildings. Such temporary screening <br />may be required for any site within the Downtown D-1 District, and for any site in <br />the Downtown D, 2 District which abuts a street classified as an arterial street in the <br />Comprehensive Plan, if the screening is determined by the committee to be necessary <br />to protect the public from construction debris or equipment; to protect the public <br />view from a public roadway, walkway or waterway; or to protect the public view from <br />a site or sites with architectural, historic or cultural significance. <br /> <br />Sec. 40-57.4. Exemptions. <br /> <br /> Nothing in this Chapter shall prevent the owner of a building, structure or <br />property in the D-1 and D-2 Districts from performing any maintenance, alteration <br />or painting to the external architectural features of such building, structure or <br />property which does not.involve a change in design, material, color or the outward <br />appearance thereof and which maintenance, painting or alteration is of such nature <br /> <br />85 <br /> <br /> <br />
