COMMONWEALTH o[ ViRGiNiA

Richmond 232~9

(804) 786-0044
TDD [804) 786-7765

February 27, 1992

The Honorable Gloria O. Webb
Mayor
City of Portsmouth
Post Office Box 820
Portsmouth, Virginia 23705

Dear Mayor Webb:

Congratulations on applying for the Community Rating System element of the
National Flood Insurance Program. Your residents will be provided an extra level of
personal safety and property protection because of your community's floodplain
management practices.

As a participant in the Community Rating System, flood insurance becomes
available in your community at a reduced rate. We all must take advantage of every
oppommity to save money for citizens of the Commonwealth.

Your community's strategy of combining better public information with improved
permit review procedures is a laudable apprOach to advancing protection from flooding,
As the state Coordinating Office for the Community Rating System, the Department of
Conservation and Recreation stands ready to provide further assistance in your floodplain
management efforts.

Your community's leaders and professional staff have demonstrated an exceptional
level of commitment to your citizens. I applaud you.

EHH/tas
