(c) Except as otherwise provided in subsection (d), <br />order of business at all public work sessions shall be as <br />follows: <br /> <br />the <br /> <br />(1) Roll Call. <br /> <br />(2) Public ~rk Session. <br /> <br />(3) Motions for Executive Session, if needed. <br /> <br />(4) Adjournment. <br /> <br /> 2. That Section 2-68(a) of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 2-68. Citizens addressing Council. <br /> <br /> (a) Ail requests from memoers of the general public to <br />address City Council on a subject on the meeting's agenda <br />shall be submitted to the City Clerk prior to the call of the <br />meeting to order. Such requests shall be on registration <br />forms prescribed by the Clerk and shall included the name of <br />the speaker, his address, telephone number, the name of the <br />group or organization, if any, on whose behalf he is speaking, <br />the number of the agenda item to which the citizen will speak, <br />and whether he supports or opposes the agenda item. All <br />requests submitted in accordance with these procedures shall <br />be honored by the chair. Each person participating under this <br />subsection shall be provided a maximum of five (5) minutes for <br />the purpose of presenting his views, and shall not be <br />permitted to relinquish his time to any other person. Any <br />person desiring additional time shall request same on the <br />.registration form submitted to the City Clerk or the Clerk's <br />designee indicating therein the amount of time desired and the <br />reason additional time is needed. Prior to the speaker <br />addressing Council, the City Clerk shall present the request <br />for an extension of time to the Council which may be granted <br />if approved by a majority of the members of the Council <br />present. When two (2) or more speakers desire to address the <br />same subject, they shall be permitted to speak in the order in <br />which the request was submitted on the date of the meeting. <br />The presiding officer may impose a specific time limit for <br />citizen participation on any agenda item in which case the <br />time will be allocated pro rata. <br /> <br /> 3. That this ordinance shall take effect on the date of <br />its adoption. <br /> <br /> <br />
