(c) Except as otherwise provided in subsection (d), order of business at all public work sessions shall be as follows: the (1) Roll Call. (2) Public ~rk Session. (3) Motions for Executive Session, if needed. (4) Adjournment. 2. That Section 2-68(a) of the Code of the City of Portsmouth, Virginia, 1988, be amended to read as follows: Section 2-68. Citizens addressing Council. (a) Ail requests from memoers of the general public to address City Council on a subject on the meeting's agenda shall be submitted to the City Clerk prior to the call of the meeting to order. Such requests shall be on registration forms prescribed by the Clerk and shall included the name of the speaker, his address, telephone number, the name of the group or organization, if any, on whose behalf he is speaking, the number of the agenda item to which the citizen will speak, and whether he supports or opposes the agenda item. All requests submitted in accordance with these procedures shall be honored by the chair. Each person participating under this subsection shall be provided a maximum of five (5) minutes for the purpose of presenting his views, and shall not be permitted to relinquish his time to any other person. Any person desiring additional time shall request same on the .registration form submitted to the City Clerk or the Clerk's designee indicating therein the amount of time desired and the reason additional time is needed. Prior to the speaker addressing Council, the City Clerk shall present the request for an extension of time to the Council which may be granted if approved by a majority of the members of the Council present. When two (2) or more speakers desire to address the same subject, they shall be permitted to speak in the order in which the request was submitted on the date of the meeting. The presiding officer may impose a specific time limit for citizen participation on any agenda item in which case the time will be allocated pro rata. 3. That this ordinance shall take effect on the date of its adoption.
