shall be undertaken only in strict compliance with the <br />provisions of this chapter and with all other applicable codes <br />and ~rdinances, including the Virginia Uniform Statewide <br />Building Code and the City of Portsmouth Subdivision <br />Ordinance. Prior to the issuance of any building permit, the <br />City shall review the application for the building permit to <br />determine if all necessary government permits required by <br />state and federal laws have been obtained. <br /> <br /> (b) Site Plans and Permit Applications - Ail <br />applications for development in the floodplain district and <br />all building permits issued for activity in the floodplain <br />district shall include the following information: <br /> <br />(1) <br /> <br />For structures to be elevated, the <br />elevation of the lowest floor or of the <br />basement, whichever is lower. <br /> <br />(2) <br /> <br />For non-residential structures to be <br />floodproofed, the elevation to which <br />structure will be floodproofed. <br /> <br />the <br /> <br />(3) The elevation of the one hundred-year <br /> flood. <br /> <br />(4) Topographic information showing existing <br /> and proposed ground elevations. <br /> <br /> (c) Manufactured Homes - Manufactured homes that are <br />placed or substantially improved on sites shall be elevated on <br />a permanent foundation so that the lowest floor of the <br />manufactured home is elevated to or above the base flood <br />elevation and shall be securely anchored to an adequately <br />anchored foundation system to resist flotation, collapse and <br />lateral movement. <br /> <br /> (d) Recreational Vehicles <br />on sites shall either: <br /> <br />Recreational vehicles placed <br /> <br />(i) <br /> <br />Be on the site for fewer than 180 <br />consecutive days and be fully licensed <br />ready for highway use; or <br /> <br />and <br /> <br />(ii) <br /> <br />Meet the permit requirements for placement <br />and the elevation and anchoring <br />requirements for manufactured homes. <br /> <br /> For the purposes of this section, a recreational vehicle <br />shall be deemed ready for highway use if it is on its wheels <br />or jacking system, is attached to the site only by quick <br />disconnect type utilities and security devices, and has no <br />permanently attached additions. <br /> <br /> <br />
