28 A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY TO THE PORTSMOUTH REDEVELOPMENT AND HOUSING AUTHORITY CERTAIN PROPERTY LOCATED WITHIN THE BOUNDARIES OF THE WEAVER REDEVELOPMENT PROJECT, VA. R-40. WHEREAS, the City of Portsmouth owns the hereinafter described real property located within the boundaries of the Weaver Redevelopment Project, VA. R-40, which property is no longer required for public purposes and is, hereby, declared to be excess property; and ~EREAS, the Council of the City of Portsmouth deems it to be in the best interest of the City for said property to be developed and put to its best and highest use. NOW, THEREFORE, BE IT RESOLVED by Council Portsmouth, Virginia, that the City Manager be, authorized to convey the hereinafter described Portsmouth Redevelopment and Housing Authority, of the City of and hereby is, property to the to-wit: Ail that certain piece or parcel of land, situate, lying and being in the City of Portsmouth, Virginia, being more particularly described as follows: Ail of Parcel 8B as shown on that certain plat entitled "Subdivision of Parcels 8 & 9, Portsmouth Redevelopment and Housing Authority, Urban Renewal - Weaver Development, Project VA. R-40, Plat of Parcel 8 & 9, C~ty of Portsmouth, V~rginia," dat%d October 25, 1991, prepared by Stephen I. Boone & Associates, P.C., Surveyors and Engineers, said plat being recorded in the Clerk's Office of the Circuit CoUrt of the City of Portsmouth, Virginia, in map book 15 at page 79; Ail of that portion of Clifford Street located east of the former eastern right-of-way line of Thomas Circle, and closed by Ordinance No. 1968-32, adopted by the Council of the City of Portsmouth, Virginia, on May 14, 1968;
