108 A RESOLUTION ESTABLISHING THE COMMUNITY POLICY AND MANAGEMENT TEAM. WHEREAS, the Comprehensive Services Act for At-Risk Youth and Families was enacted July 1, 1992, by the Virginia General Assembly; and WHEREAS, this legislation was enacted to provide for the establishment of interagency policies and procedures to serve the needs of identified at-risk youth; and WHEREAS, this legislation requires that a Community Policy and Management Team be appointed by the City Council and that the Team shall include the local agency heads or their designees of the following community agencies: Community Services Board established pursuant to Section 37.1-195, of the Code of Virginia, 1950, as amended; Juvenile Court Services Unit; Department of Health; Department of Social Services; and the local School Division. The Team shall also include a representative of a private organization or association of providers for children's or family services and a parent representative who is not an employee of any public or private program which serves children and families; and WHEREAS, the City of Portsmouth is a local jurisdiction which comprises a single team, and, the City is mandated to establish a Community Policy and Management Team in order to receive funds pursuant to the Comprehensive Services Act for At-Risk Youth and Families. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, hereby establishes a Community Policy and Management Team consisting of the local agency heads or their designees of the following community agencies: Community Services Board established pursuant to Section 37.1-195, of the Code of Virginia, 1950, as amended; Juvenile Court Services Unit; Department of Health; Department of Social Services; the local School Division; a representative of a private organization or association of providers for children's or family services; and a parent representative who is not an employee of any public or private program which serves children and families. BE IT FURTHER RESOLVED that this CounCil may remove any member of this Team for inefficiency, neglect of duty, misfeasance or malfeasance in office. Any vacancy in the membership of this Team shall be filled by the City Council. BE IT FURTHER RESOLVED that the Community Policy and Management Team shall manage the cooperative efforts within the City of Portsmouth to better serve the needs of troubled and at-risk youths and their families and to maximize the use of state and community resources and to perform all duties prescribed in Section 2.1-752 et seq. of the Code of Virginia, 1950, as amended.
