EXHIBIT C <br /> <br />U~,-92 -10 <br /> <br />May 21, t992 <br /> <br />Ms. June Brooks <br />senior Planner <br />Department of City Planning <br />801 Crawford Street <br />Portsmouth, VA 23704-3822 <br /> <br />Revision of Letter <br />dated April 17, 1992 <br /> <br />Dear Ms. Brooks: <br /> <br />Thank you for this opportunity to submit our proposal for a day <br />care center at 2605 Elliot Avenue, Portsmouth, Virginia.' We <br />understand your concern for standards and offer the following <br />information. <br /> <br />Our facility will be responsible for approximately 50 children <br />ranging from infant to preschool age. Six staff personnel will be <br />responsible for the day-to-day operation and management of the <br />child care center. <br /> <br />Our facility is in a commercially zoned district which is adjacent <br />to residential and also commercial structures. Due to the <br />requirements for play area, we are having a fence constructed which <br />will totally surround the building. As per the attached site plan, <br />the fence will come across the front of the building, over the <br />parking lot, down both sides of the building and across the back. <br />The total enclosed area will contain approximately 11,200 square <br />feet. The front portion of the fence which faces the street will <br />be a sunrise/sunset picket style. A fence will also be erected <br />around the air conditioning unit on the side of the building. A <br />portion of the parking lot will be covered with either sand or <br />soil. A portion of the parking lot will be left as a paved surface <br />for the use of tricycles, bicycles, etc. A gate will be installed <br />to allow access to the building. After the fence is erected, there <br />will be eight parking spaces and one handicapped space available <br />for employee parking and drop-off. <br /> <br />The landscaping plan is shown on the site plan. In addition to <br />existing landscaping, crepe myrtle trees will be planted every <br />fifteen feet to buffer the surrounding residential areas. A shrub <br />will be planted in front of the fence on both sides--of the <br />entryway. <br /> <br />There is currently lighting on the exterior of the building. <br />Additional lighting will be installed in the front parking areas <br />which will also further enhance the play area. <br /> <br /> <br />
