38 <br /> <br />A RESOLUTION ENDORSING AND ENCOURAGING HORSE RACING IN THE <br />COMMONWEALTH OF VIRGINIA AND IN THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the Virginia General Assembly has adopted a bill <br />to encourage the horse racing industry in Virginia; and <br /> <br /> WHEREAS, that engrossed bill has been sent to the <br />Governor for his signature and same was signed on April <br />1992; and <br /> <br />f <br /> <br /> WHEREAS, the citizens of the City of Portsmouth have <br />devoted their time and effort to circulate petitions to <br />provide the citizens of Portsmouth an opportunity on May 5th <br />to vote on the issue of pari-mutuel wagering in the city, <br />which is considered a necessity by race track officials for <br />the location of a horse racing track in Portsmouth, Virginia; <br />and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia, <br />has considered all such matters and the unique economic <br />development opportunity that having Virginia's first horse <br />racing track would present for our city and our region as a <br />whole. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, VirginIa, hereby endorses the activities <br />of the Virginia General Assembly and our Governor and applauds <br />the efforts of our citizens. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held on April 14, 1992. <br /> <br />Te~te: <br /> <br />City Clerk <br /> <br /> <br />
