3. That Chapter 4 of the Comprehensive Plan be amended <br />by revising the General Land Use Plan pertaining to Academy <br />Park to read as follows: <br /> <br /> Redevelopment of Academy Park is proposed with <br />commercial development on Victory Boulevard at its <br />intersection with 1-264 and Greenwood Drive; a business <br />park on the remaining property between 1-264, Victory <br />Boulevard, McLean Street and Greenwood Drive; <br />medium-density residential development east of McLean <br />Street and south of Greenwood Drive; a neighborhood park <br />on the former Academy Park Elementary School site; and <br />commercial development on the north side of 1-264. <br /> <br /> An alternative redevelopment proposal for Academy <br />Park (Fairwood Homes) is the development of a regional <br />amusement and recreational facility in the area south of <br />1-264. The development would be consistent with the <br />Regional Amusement and Recreational Facilities Concept <br />Plan (Exhibit 4-4.1). <br /> <br /> 4. That Chapter 8 of the Comprehensive Plan <br />by adding thereto under the heading Policies, the <br />policy: <br /> <br />be amended <br />following <br /> <br /> The City will consider use of large unified tracts <br />of land for large scale development of amusement and <br />recreational facilities as a means of diversifying <br />Portsmouth's economic base and promoting tourism. <br /> <br /> 5. That Chapter 8 of the Comprehensive Plan be amended <br />by adding thereto under the heading Proposals, the following <br />proposal: <br /> <br /> Both the Cox Property and Academy Park (Fairwood <br />Homes) are areas which could support regional amusement <br />and recreational facilities because of their size and <br />unified ownership. <br /> <br /> 6. That the Comprehensive Plan be amended by adding <br />thereto Exhibit 4-4.1, entitled "Regional Amusement and <br />Recreational Facilities Concept Plan," attached hereto and <br />made a part hereof. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held on September 28, 1993. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
