46 A RESOLUTION APPROVING AND ADOPTING AN AMENDMENT TO THE COMPREHENSIVE PLAN FOR THE CITY OF PORTSMOUTH. WHEREAS, the Council of the City of Portsmouth, Virginia, on July 11, 1989, adopted a Comprehensive Plan, (CP-89-1), for the physical development of the territory within the City; and WHEREAS, the Planning Commission, after notice and public hearing, as required by Article 4 of Chapter 11 of Title 15.1 of the Code of Virginia, 1950, as amended, recommended that Chapters 4 and 8 of of the Comprehensive Plan be amended; and WHEREAS, the Council of the City of Portsmouth has held a public hearing, with notice as required by law, and has considered the proposed amendments to the Comprehensive Plan. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the Comprehensive Plan for the City of Portsmouth, Virginia, designated as CP-89-1, be, and the same hereby is amended as follows: 1. That Chapter 4 of the Comprehensive Plan be amended by adding thereto under the heading "Policies" a new section entitled Regional Amusement and Recreational Facilities, to read as follows: Regional ~usement and Recreational Facilities Large scale amusement and recreational facilities should be located near controlled access freeways which include Interstate 264 and the Western Freeway. Such a reg~ional facility will be developed consistent with the concept of a regional activity center. Exhibit 4-4.1 illustrates the concept of a regional amusement and recreational facility and closely associated supporting land uses. Supporting land uses would generally include commercial development. Areas designated commercial or industrial, with sufficient land area for buffers, may be appropriate for these facilities. 2. That Chapter 4 of the Comprehensive Plan be amended by revising the General Land Use Map contained therein to designate for commercial development the properties located east of McLean Street to the current property line of Fairwood Homes located east of DeKalb Avenue; and by also designating for commercial development the property bordered by Greenwood Drive to the north and Normandy Street to the south.
