Architectural <br />changes may be approved by the Planning Commission <br />prior to the issuance of a building permit. <br /> <br />Site layout and landscaping shall be in accordance <br />with Exhibits A and B, attached hereto and made a <br />part hereof. Minor modifications may be made by the <br />Planning Director prior to issuance of building <br />permits. <br /> <br />A Landscaping <br />River Pointe <br />completion of <br /> <br />Group 2 buffer shall be planted along <br />Parkway and River Pointe Drive prior to <br /> 25% of construction. <br /> <br />The site plan must conform to all requirements of <br />the Chesapeake Bay Preservation Area Overlay <br />Ordinance and the Tree Planting and Replacement <br />Ordinance, contained in the Code of the City of <br />Portsmouth. <br /> <br />The applicant shall preserve and protect existing <br />%tees in the Resource Protection Area of the <br />Chesapeake Bay Preservation Area. <br /> <br />Street lighting with high pressure sodium fixtures <br />shall be provided along all private streets in <br />accordance with ~ecom~ended Illumination Engineering <br />Standards (I.E.S.) as contained in American National <br />Standard Practice for Roadway Lighting. A lighting <br />plan for the development must be approved by the <br />Department of Traffic Engineering prior to issuance <br />of building permits. <br /> <br />A condominium owners association shall be created <br />and shall be responsible for maintaining the <br />retention lake, private roadways and recreation <br />area. The association may annually collect and <br />place in reserve sufficient funds for such <br />maintenance. The association may regulate <br />off-street parking and prohibit on-street parking on <br />the private street. <br /> <br />The community swimming pool and club house shall be <br />constructed and in use by the time 50% of the units <br />are completed. The developer shall expand to five <br />(5) acres the area designated as "recreational site" <br />on Exhibit C, attached hereto and made a part <br /> <br /> <br />
