(i) Temporary signs announcing any public, <br />charitable, educational, religious or other <br />noncommercial event or function, located entirely <br />upon the property on which such event or function <br />is to be held shall be allowed no more than <br />twenty-one (21) days prior to the event or <br />function. Such signs shall meet all setback and <br />size requirements of the district in which they <br />are located. <br /> <br />(ii) Temporary signs of a commercial nature <br />announcing grand openings or other special events <br />or promotions are subject to the limitations as to <br />size, height, and location requirements of the <br />district in which they are located. Such signs <br />shall be displayed no more than three (3) times <br />per year by any business or establishment, nor for <br />any period in excess of seven (7) days. Temporary <br />signs of a commercial nature may include A-frame <br />or T-frame signs in the Downtown D-1 zoning <br />district and such signs shall require the issuance <br />of an annual certificate of compliance and <br />depositing with the City Manager and keeping <br />current a policy of liability insurance covering <br />bodily injury and property damage in the amount Of <br />one million dollars ($1,000,000) which names the <br />City of Portsmouth as a co-insured. <br /> <br />(iii) Temporary inflatable signs shall be subject <br />to the requirements of Condition (11.1); provided, <br />however, that such signs may, if affixed to the <br />roof of a building or structure, project no more <br />than thirty (30) feet above the roof line or top <br />of the building or structure, or if affixed to the <br />ground, have a height not exceeding thirty (30) <br />feet above ground level. Such signs shall be <br />displayed no more than once per year per zone lot, <br />for a period of time not to exceed seven (7) days. <br /> <br /> Temporary signs must be removed on the day after the last <br />day of the advertised event or promotion or upon expiration of <br />the required certificate of compliance or termination of the <br />required insurance coverage. <br /> <br /> 2. That Section 40-61.5 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended by amending Subsections <br />(e) and (f) thereof and by adding Subsection (g) theretq~to <br />read as follows: <br /> <br />~Se¢~ti~n 40~61.-5.
