2. That Section 2-68(c) of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended to read as follows: <br /> <br />Section 2-68. Citizens addressing Council. <br /> <br /> (c) Any person who wishes to address Council on a <br />subject not contained on the meeting's agenda shall submit his <br />request to speak to the City Clerk prior to the calling of the <br />meeting to order. Such requests shall be on registration <br />forms prescribed by the City Clerk and shall include the name <br />of the speaker, his address, telephone number, the name of the <br />group or organization, if any, on whose behalf he is speaking, <br />and the subject matter or topic on which the citizen will <br />speak. All requests submitted in accordance with this <br />subsection shall be honored by the chair as follows. A <br />portion of time not to exceed thirty minutes shall be <br />scheduled following the the Recognitions and Presentations <br />portion of the meeting as noted in Section 2-63(a)(4). <br />However, those duly submitted requests to address Council on a <br />subject not contained on the meeting's agenda that could not <br />be honored within the thirty minutes designated for such <br />purpose, may be addressed to Council after the New Business <br />port~on of the meeting as indicated in Section 2-63(a)(9) of <br />this code. Each person participating under this subsection <br />shall be provided a maximum of five (5) minutes for the <br />purpose of presenting his matters, and shall not be permitted <br />to relinquish his time to any other person. Any person <br />desiring additional time shall request same on the <br />registration fcrm submitted to the City Clerk indicating <br />therein the amount of time desired and the reason additional <br />time is needed. Prior ~o the speaker addressing Council, the <br />City Clerk shall present the request for an extension of time <br />to the Council which may be granted if approved by a majority <br />of the members of Council present. Persons participating <br />under this item of business shall address Council in the order <br />in which the request was submitted. The presiding officer may <br />impose a specific time limit for citizen participation under <br />this subsection in which case the time will be allocated pro <br />rata. <br /> <br /> 3.
