3. That Section 17-136 of the Code of the City of <br />Portsmouth, Virginia, 1988, be amended by adding thereto <br />paragraph (4) to be reordained and read as follows: <br /> <br />Section 17-136. Fees. <br /> <br />(4) <br /> <br />Ail classes of buildings whether residential, <br />institutional, commercial or industrial which had <br />been vacant for a period of twelve months or more: <br /> <br />Annual registration fee ........ $25.00. <br /> <br /> 4.
