AN ORDINANCE TO _~{END CHAPTER 3 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 3-181, 3-184[a), 3-186Ie), AND 3-187 THEREOF, PERTAINING TO BINGO GAMES AND RAFFLES. BE IT ORDAINED by the Council of the City of Portsmouth, Virqinia: 1. That Sections 3-181, 3-184(a), 3-t86(e), and 3-187 of the Code of the City of Portsmouth, Virginia, 1988, be amended and reordained to read as follows: Section 3-181. State law adopted. There is hereby adopted by the City Council, for the purpose of establishing rules and regulations for the conduct of bingo games or raffles, article 1.1, chapter 8, title 18.2, sections 18.2-340.1 through 18.2-340.14, of the Code of Virginia and any amendments thereto, and the same is hereby adopted as fully as if set out at the length herein and the provisions hereof shall be controlling within the corporate limits of the city. Section 3-184. Membership lists; limitation on participation in management, operation or conduct. (a) As part of the application process and prior to bein~ granted a permit under ~his article, an organization shall provide a complete list of all persons who have been members of such organization for at least ninety (90) days. Except for persons employed as clerical assistants by organizations composed of or for blind or deaf persons, employees of corporate sponsors, and members of civic and fraternal groups, only the persons designated on such list shall participate in the management, operation, or conduct of any bingo game or raffle. Information sufficient to establish the bona fides of membership may be required by the city manager. Members added after the issuance of a permit shall not be permitted to participate in the management, operation or conduct of any bingo game or raffle until their name has been added to the membership list maintained by the city manager or his designated representative, and such amended membership list shall have been on file with the city for at least ninety (90) days prior to such participation. The spouse of any such bona fide member may participate in the operation or conduct of a bingo game or raffle if a bona fide member is present.
