1993-8 <br /> <br />AN ORDINANCE TO AMEND CHAPTER 9.1 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1988, BY AMENDING SECTIONS 9.1-4(e) AND <br />9.1-11(d)(1)d THEREOF, PERTAINING TO THE CHESAPEAKE BAY AREA <br />OVERLAY DISTRICT. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Sections 9.1-4(e) and <br />of the City of Portsmouth, Virginia, <br />as follows: <br /> <br />9.1-1t(d)(1)d of the Code <br />1988, be amended to read <br /> <br />Section 9.1-4. <br /> <br />Chesapeake Bay Preservation Area Overlay <br />District Map; applicability. <br /> <br /> (e) If at least 25 percent of a lot, parcel, or <br />development project lies within the boundaries of a CBPA, the <br />entire lot, parcel, or development project shall comply with <br />the requirements of this Chapter. If less than 25 percent of <br />the lot, parcel, or development project lies within the <br />boundaries of the CBPA, those portions of the lot, parcgl or <br />development project that lie within the CBPA shall comply with <br />the requirements of this Chapter. <br /> <br />Section 9.1-11. Plan of development process. <br /> <br /> (d) Stormwater management plan. A stormwater management <br />plan shall be submitted as part of the plan of development <br />process required by this Chapter and in conjunction with site <br />plan or subdivision plan approval. <br /> <br />(1) <br /> <br />Contents of the Plan. The stormwater management <br />plan shall contain maps, charts, graphs, tables, <br />photographs, narrative descriptions, explanations, <br />and citations to supporting references as <br />appropriate to communicate the information required <br />by this Chapter. At a minimum, the s~ormwater <br />management plan must contain the following: <br /> <br />Location and design of all planned stormwater <br />control devices; <br /> <br />be <br /> <br />Procedures for implementing non-structural <br />stormwater control practices and techniques <br />which can be described in narrative form; <br /> <br />Ce <br /> <br />Pre-development and post-development nonpoint <br />source pollutant loadings with supporting <br />documentation of all utilized coefficients and <br />calculations; <br /> <br />For facilities, verification of structural <br />soundness, including a professional engineer <br />certification. <br /> <br /> <br />
