agent the notice and opportunity to be heard pursuant to the <br />procedures set forth in subsection (b) of this section. In all <br />cases where the director shall summarily terminate water service as <br />provided under this subsection, the director shall act with <br />dispatch in notifying the owner, occupant or agent and shall <br />exercise the utmost diligence in scheduling a prompt hearing on the <br />matter. <br /> <br /> (d) Notwithstanding the provisions of subsections (a) and (b) of <br />this section, the director shall not terminate any water service in <br />cases where there is reliable information indicating that actual or <br />potential cross-connection hazards do not exist in the premises to <br />which access for inspection cannot be gained. <br /> <br /> 3. That Section 38-170 of the Code of the City of Portsmouth, <br />Virginia, 1988, be amended to read as follows: <br /> <br /> Section 38-170. Unusual or extraordinary hazards. <br /> <br /> Where investigation discloses that unusual or extraordinary <br />hazards require more stringen5 means of protection, the director <br />shall have 5he authority 5o require the installation of the same. <br />The director shall in all cases specify the facts constituting the <br />greater hazard found no require more stringen5 protective measures. <br />The more strlngenc procecnive measures shall be related to such <br />unusual or extraordinary hazards and shall be no more burdensome <br />than is necessary 5o alleviate or guard against such <br />hazards. The director shall specify in writing to the owner the <br />manner in which ~he more stringent protective measures alleviate or <br />guard against 5he unusual or extraordinary hazards. <br /> <br /> 4. That Section 38-171 of the Code of the City of Portsmouth, <br />Virgln~a, 1988, be amended to read as folloWS: <br /> <br />Section 38-171. General prohibition against cross-connections. <br /> <br /> No person shall innerconnec5 a privately owned water system to <br />the city's water system. Direct connections to toxic or non-toxic <br />substances subject no backpressure shall be protected by approved <br />backflow preventers. Low inlet connections, excepE those connected <br />5o domestic water tanks, shall be protected by approved backflow <br />prevensers. Potable water connections 5o flush valve toilets and <br />urinals shall be protected by approved backflow preventers. Toilet <br />tanks shall be protected by approved anti-siphon devices. <br /> <br /> 5. That Section 38-172 of the Code of the City of Portsmouth, <br />Virginia, 1988, be amended to read as follows: <br /> <br />Section 38-172. Potable connection to boilers. <br /> <br /> <br />
