Spaces reserved <br />for persons with disabilities shall be identified in accordance <br />with the provisions of Section 36-99.11 of the Code of <br />Virginia. <br /> <br /> (d) Disabled parking license plates, permanent removable <br />windshield placards, temporary removable windshield placards, <br />and DV disabled parking license plates issued by other states <br />and countries for the purpose of identifying vehicles permitted <br />to use parking spaces reserved for persons with disabilities <br />that limit or impair their ability to walk shall be accorded <br />all rights and privileges accorded vehicles displaying such <br />devices in the commonwealth. <br /> <br />Sec. 22-686. Operator to ride only on permanent seat; carrying <br />passengers. <br /> <br /> A person operating a motorcycle, excluding four-wheeled <br />and three-wheeled vehicles, shall ride only upon the permanent <br />and regular seat attached to the motorcycle, and such operator <br />shall not carry any other person, and no other person shall <br />ride on a motorcycle unless such motorcycle is designed to <br />carry more than one (1) person, in which event a passenger may <br />ride upon the permanent and regular seat if designed for two <br />(2) persons, or upon another seat firmly attached to the rear <br />or side of the seat for the operator. If such motorcycle is <br />designed to carry more than one (1) person, it shall also be <br />equipped with a footrest, for the use of such passenger. <br /> <br />Sec. 22-687. Safety devices for protection of operator and <br />passengers. <br /> <br /> (a) A person operating a motorcycle shall wear a face <br />shield, safety glasses or goggles or have his motorcycle <br />equipped with safety glass or windshield at all times while <br />operating such vehicle, and operators and passengers thereon, <br />if any, shall wear protective helmets. Operators and <br />passengers riding on motorcycles with wheels of eight (8) <br />inches or less in diameter shall not be required to wear <br />protective helmets. Failure to wear a face shield, safety <br />glasses or goggles or protective helmets shall not constitute <br />negligence per se in any civil proceeding. <br /> <br /> (b) No motorcycle operator shall use any face shield, <br />safety glasses or goggles or have his motorcycle equipped with <br />safety glass or windshield unless of a type approved by the <br />superintendent of state police. <br /> <br /> 2. That Section 22-314 of the Code of the City of <br />Portsmouth, Virginia (1988), be repealed. <br /> <br /> <br />
