AN ORDINANCE TO AMEND CHAPTER 3 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTIONS 3-181 AND <br />3-185(c), PERTAINING TO BINGO. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 3-181 of the Code of the City of <br />Portsmouth, Virginia (1988), be adopted and reordained to read <br />as follows: <br /> <br />Sec. 3-181. State law adopted. <br /> <br /> There is hereby adopted by the city council, for the <br />purpose of establishing rules and regulations for the conduct <br />of bingo games or raffles, article 1.1, chapter 8, title 18.2, <br />sections 18.2-340.1 through 18.2-340.14, of the Code of <br />Virginia and any amendments thereto, and the same is hereby <br />adopted as fully as if set out at length herein and the <br />provisions hereof shall be controlling within the corporate <br />limits of the city. <br /> <br /> 2. That Section 3-185(c) of the Code of the City of <br />Portsmouth, Virginia (1988), be amended and reordained to read <br />as follows: <br /> <br />Sec. 3-185. Financial records and reports generally. <br /> <br /> (c) No less than five (5) per centum of the total annual <br />gross receipts from bingo or raffles shall be donated to and/or <br />expended upon (i) those lawful religious, charitable, community <br />or educational purposes for which the organization is <br />specifically chartered or organized or (ii) those expenses <br />relating to the acquisition, construction, maintenance, or <br />repair of any interest in the real property involving the <br />operation of the organization and used for lawful religious, <br />charitable, community or educational purposes. Both quarterly <br />and annual reports of gross recelpus and disbursements shall <br />include complete listings of organizations and projects or <br />expenses Eo which any receipts from bingo games or raffles were <br />donated or used. The exact number of each donation must be <br />listed and receipts shall be obtained and preserved. <br /> <br /> 3.
