26 <br /> <br />A RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH'S APPLICATION TO <br />THE NATIONAL PARK SERVICE FOR FUNDS TO IMPROVE THE NEIGHBORHOOD <br />FACILITY RECREATION CENTER. <br /> <br /> WHEREAS, the City of Portsmouth operates the Neighborhood <br />Facility Recreation Center located on Elm Avenue and same is a <br />focal point for the City's Youth Against Drugs (YAD) Program; <br />and <br /> <br /> WI{ERE/tS, the YAD Program is directed towards the "at-risk" <br />youth who reside in the area and who have limited opportunities <br />for constructive recreation; and <br /> <br /> WHEREAS, the City's Department of Parks and Recreation has <br />identified substantial improvements which are needed to make <br />this facility more functional and attractive to its users; and <br /> <br /> WHEREAS, this application to the National Park Service is <br />for a grant that could award a maximum of $61,210.00 to the <br />City of Portsmouth, to make this Capital Improvement to the <br />Neighborhood Facility Recreation Center which grant would <br />require the City to provide a thirty percent (30%) share of the <br />grant awarded. $18,363.00 would be the City's share on an <br />award of $61,210.00. <br /> <br /> NOW, THEREFORE, BE IS RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that this project would be of <br />significant benefit to many low income families and would <br />vastly improve the City's aging and deteriorating Neighborhood <br />Facility Recreation Center. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth, Virginia, hereby endorses the final application for <br />this grant and pledges to appropriate the City's thirty percent <br />(30%) share of any grant awarded pursuant to this application <br />by the National Park Service. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held on July 26, 1994. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
