5. Voting. Each Member shall have one (1) equal vote on <br />all matters before the Board. Each duly appointed alternate to a <br />Member shall be entitled to vote in the absence of the Member. <br /> <br /> This Amendment shall be effective upon the later of (i) <br />July 1, 1994; or (ii) ~its approval and adoption by the Councils <br />of all of the Cities of Hampton, Newport News, Norfolk and <br /> <br />Portsmouth, Virginia. <br /> <br /> IN WITNESS w~REOF, the Councils of the Cities of Hampton, <br />Newport News, Norfolk and Portsmouth, Virginia have caused this <br />Amendment to be executed on their behalf by their duly authorized <br />officers and their seals to be affixed and attested by their <br /> <br />clerks. <br /> <br />3 <br /> <br /> <br />
