AN ORDINANCE TO AMEND CHAPTER 40 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 40-43.4 AND TABLE 40-43.1-2 THEREOF, PERTAINING TO HOTELS AND MOTELS. IN COMMERCIAL C-2 AND WATERFRONT W-1 ZONING DISTRICTS. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Section 40-43.4 of the Code of the City of Portsmouth, Virginia, be amended by adding thereto Condition 24 to read as fcllows: Sec. 40-43.4. Conditions for specific uses. The following conditions apply to the specified uses, as indicated in the "Condition" column on the use schedule: (24) New hotel/motel developments in Commercial C-2 and Waterfront W-1 zoning districts are subject to the following conditions: (i) Hotels and motels must have their principal frontage, access and orientation directly on an arterial street. (ii) Vehicular access from an interior residential street is prohibited. (iii) When a parcel or a portion of a parcel to be developed abuts or is across the street from a residentially-zoned property, that portion of the parcel must be screened with a Landscaping Group 1 buffer. (iv) Site signs shall be oriented towards the arterial street from which access is chosen, rather than towards a residential street. (v) Ail services associated with the development must be located so as not to require access from an interior residential street and must be screened so as not to be visible from any abutting residential property. 2. That Table 40-43.1-2 of the Code of the City of Portsmouth, Virginia (1988), be amended and reordained to permit the use ',Hotels and motels" (S.I.C. 701) in Commercial C-2 and Waterfront W-1 zoning districts upon the granting of a use permit and subject to Condition 24 and Parking Group 3.
