AN ORDIAIAI~CE TO AMEND SECTIONS 2-63 AND 2-68 OF T~E CODE OF THE <br />CITY OF PORTSMOUTH, DEALING WITH THE ORDER OF BUSINESS AT <br />COUNCIL MEETING, AND CITIZENS ADDRESSING COUNCIL. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> That Sections 2-63 and 2-68 of the Code of the. City of <br />Portsmouth (1988) are hereby amended and reordained as follows: <br /> <br />Sec. 2-63. <br /> <br />Order of business. <br /> <br /> Council shall provide in its Rules of Order and Procedure <br />an order of business for Council meetings. The order of <br />business shall be for the purpose of ensuring the orderly <br />conduct of meetings, so as best to deal with all matters <br />affecting the public interesu. The Rules of Order and <br />Procedure shall be a public documenu maintained by the City <br />Clerk, and shall be available for inspection and copying by any <br />member of the public. <br /> <br />Sec. 2-68. <br /> <br />Citizens addressing council. <br /> <br /> Council shall provide in its Rules of Order and Procedure <br />a means by which citizens may address Council. The means <br />provided shall be for the purpose of ensuring the public of its <br />right uo address Council, consistent with the need of Council <br />to conduct the public business in an open, orderly, and <br />reasonable manner. The Rules of Order and Procedure shall be a <br />public document maintained by the City Clerk, and shall be <br />available for inspection and copying by any member of the <br />public. <br /> <br /> That this ordinance shall take effect on the date of its <br />adoption. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, an a meeting held on December 17, 1996. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
