R-96-6 <br /> <br />A RESOLUTION SUPPORTING A DEDICATED FUNDING SOURCE FOR PUBLIC <br />TRANSPORTATION IN THE HAMPTON ROADS REGION. <br /> <br /> <br /> WHEREAS, public transportation is an essential element of <br />the transportation system of the Hampton Roads region; and <br /> <br /> WHEREAS, as an essential element, public transportation <br />provides mobility to commuters, shoppers, tourists, and many <br />who would otherwise be isolated from jobs, medical treatment <br />and other facilities; and <br /> <br /> WHEREAS, public transportation is also vital to the <br />physical well-being, safety, and quality of life of older and <br />disabled citizens, many of whom would have no other alternative <br />for transportation; and <br /> <br /> WHEREAS, a reliable and efficient public transportation <br />system is a crucial factor in future economic development and <br />for preserving existing jobs; and <br /> <br /> WHEREAS, public transportation is an essential element in <br />meeting and maintaining air quality standards and reducing <br />congestion on the existing road network; and <br /> <br /> WHEREAS, federal funding for public transportation has <br />declined dramatically and is scheduled to be totally eliminated <br />within the next two fiscal years; and <br /> <br /> WHEREAS, reduced federal funding in the face of steady <br />state funding creates a need for increased local support of the <br />public transportation system; and <br /> <br /> WHEREAS, the Virginia General Assembly has established a <br />subcommittee under House Joint Resolution 656 to examine <br />sources of stable and reliable dedicated funding for public <br />transportation. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City of Portsmouth <br />respectfully requests that the House Joint Resolution 656 <br />Sub-Committee recommend a stable and reliable dedicated funding <br />source for public transportation to be provided directly to <br />Hampton Roads communities and that this stable and reliable <br />dedicated funding source be patterned after that authorized in <br />the Northern Virginia Transportation District and the <br />Potomac-Rappahannock Transportation District; and <br /> <br /> <br />
