AN ORDINANCE TO AMEND CHAPTER 5 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 5-66 THEREOF, <br />PERTAINING TO BICYCLES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 5-66 of the Code of the City of <br />Portsmouth, Virginia (1988) be amended and reordained by adding <br />paragraphs (d) and (e) thereto to read as follows: <br /> <br />Sec. 5-66. Riding on sidewalks or crosswalks. <br /> <br />(a)-(c)... <br /> <br /> (d) No person shall use or ride a bicycle on the seawall <br />along the Elizabeth River or the areas adjacent to the seawall <br />designated as Riverfront Park and the Portside Festival site <br />except as shall be permitted in areas designated by markings <br />provided by the city traffic engineer for that specific use or <br />activity. <br /> <br /> (e) Violation of any provision of this section shall not <br />be considered a traffic infraction and shall be punishable by a <br />fine of not more than two hundred dollars ($200.00). <br /> <br /> 2.
