around the building and on the eastern berm <br />along Ballard Avenue and in the parking lot <br />area. <br /> <br />(d) <br /> <br />Any proposed revisions to the approved site <br />plan, landscaping plan or elevations must be <br />submitted to the Planning Department for <br />consistency review prior to issuance of any <br />building permits. <br /> <br />(e) <br /> <br />A minimum of two hundred seventy-five (275) <br />clearly-marked visitor and employee parking <br />spaces shall be installed prior to occupancy. <br /> <br />(f) A single master water meter shall be installed <br /> at the applicant's expense. <br /> <br />(g) <br /> <br />Complete reconstruction of the Ballard Avenue <br />pumping station to Reliability Class One <br />standards and installation of a new force main <br />to tie into the 36" gravity line at Victory <br />Boulevard shall be required at the applicant's <br />expense. <br /> <br />(h) <br /> <br />Fire protection equipment shall be installed on <br />and off the site in accordance with Fire <br />Department requirements. <br /> <br />(i) <br /> <br />A vehicle routing plan shall be developed to <br />minimize use of local streets for prisoner <br />transport. Ballard Avenue access shall be gated <br />and used as an emergency access only. <br /> <br />(j) <br /> <br />Facility shall be operated in accordance with <br />accepted principles and professional standards <br />for correctional facilities. <br /> <br />(k) <br /> <br />The facility shall be developed and operated in <br />accordance with all other local, state and <br />federal laws and requirements. <br /> <br />(1) The use permit shall not be transferable. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at meeting held on May 9, 1995. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
