73 A RESOLUTION OF THE CITY OF PORTSMOUTH, VIRGINIA, APPROVING THE SERVICE AGREEMENT AMONG THE CITY, THE AUTHORITY AND THE OTHER MEMBER JURISDICTIONS. WHEREAS, the Hampton Roads Regional Jail Authority (the "Authority") was created by the Cities of Hampton, Norfolk, Newport News and Portsmouth (Collectively, the "Member Jurisdictions") for the purpose of developing a regional jail; and WHEREAS, the Authority and the Member Jurisdictions have negotiated a Service Agreement which sees forth in greater detail the duties and responsibilities of the Authority in connection with the development, operations and maintenance of the regional jail, and the agreement of the Member Jurisdictions as to their use of the facility; and WHEREAS, the Authority has approved the Service Agreement in the form presented to the Council and recommends approval thereof by all Member Jurisdictions, and the Council concurs in such recommendation. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, as follows: 1. Than the Service Agreement is approved in the form presented to this meeting. 2. That the City Manager is authorized to execute and deliver the Service Agreemenn to the Authority and each other Member Jurisdiction, as appropriate. 3. That from and after the execution and delivery of the Service Agreement, the proper officers, agents and employees of the City as the City Manager may determine are hereby authorized, empowered and directed to do all such acts and things and to execute all such documents as may be necessary to carry out and comply with the provisions thereof as executed, and further are authorized to take any and all additional actions and to execute and deliver any and all other certificates and documents as may be necessary in connection therewith.
