AN ORDINANCE TO AMEND CHAPTERS 1 AND 2 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 1-2 OF <br />CHAPTER 1, BY REPEALING ARTICLES IX AND XV AND SECTIONS 2-501 <br />THROUGH 2-503 OF CHAPTER 2, AND BY ADOPTING A NEW DIVISION I OF <br />ARTICLE X OF CHAPTER 2, PERTAINING TO A NEW DEPARTMENT OF <br />COMMUNITY QUALITY AND PLANNING SERVICES. <br /> <br />BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia: <br /> <br /> 1. That Section 1-2 of the Code of the City of <br />Portsmouth, Virginia (1988) be amended by adding thereto the <br />definitions of the terms "Planning and planner" and <br />"Environmental services" to read as follows: <br /> <br />Planning and planner. The words "planning department" or <br />"department of planning" shall be conscrued to mean the <br />division of planning and zoning of the city's department of <br />community quality and planning services. The words "planning <br />director," "director of planning," or "city planner" shall be <br />construed to mean the director of the city's department of <br />community quality and planning services or his designee. <br /> <br />Envirornnental services. The words "department of environmental <br />services" or "environmental services department"shall be <br />construed to mean the city's department of community quality <br />and planning services. The words "director of environmental <br />services" or "director of the department of environmental <br />services" shall be construed to mean the director of the city's <br />department of community quality and planning services or his <br />designee. <br /> <br /> 2. That Articles IX and XV and Sections 2-501 through <br />2-503 of Article XVII of ChapEer 2 of the Code of the City of <br />Portsmouth, Virginia (1988) be repealed. <br /> <br /> 3. That a new Division 1 of Article XVII of Chapter 2 of <br />the Code of the City of Portsmouth, Virginia (1988) be adopted <br />to read as follows: <br /> <br /> ARTICLE XVII. DEPARTMENT OF COMMUNITY QUALITY AND PLANNING <br /> SERVICES. <br /> <br /> DIVISION 1. GENERALLY <br /> <br />Sec. 2-501. Established; composition. <br /> <br />There is hereby established a department of the city <br />government known and designated as the department of community <br />quality and planning services.
