AN ORDINANCE CLOSING AND VACATING A PORTION OF LOCKPORT STREET AND AUTHORIZING THE CITY MANAGER TO RELEASE A THIRTY FOOT EASEMENT FOR UTILITIES TO BE RESERVED THEREIN, TO EXECUTE SUCH OTHER DEEDS AND INSTRUMENTS AS MAY BE NECESSARY TO THE DEVELOPMENT OF THE SURROUNDING PROPERTIES. WHEREAS, the City of Portsmouth and Portsmouth Redevelopment and Housing Authority have made application to vacate, close and discontinue the hereinafter described portion of Lockport Street; and WHEREAS, the Planning Commission, at a meeting held on November 4, 1997 recommended approval of the closing and discontinuing of said portion of Lockport Street; and WHEREAS, notice of the proposed street closure has been published and mailed to adjoining property owners, in accordance with Section 15.1-364 of the Code of Virginia, 1950, as amended. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virglnla, that the portion of said Lockport Street be closed and vacated as a public street, as follows: That portion of Lockport Street (formerly known as London Street as shown on that certain plat of Hodges & Grice recorded in the Clerk's Office of the Circuit Court of the City of Chesapeake, Virginia, in Map Book 1, page 28 1/2) lying between the eastern right of way line of Peninsula Avenue (formerly First Avenue) and a line which is a prolongation northward of the western line of Lot 53 as shown on said plat; said portion of Lockport Street closed herein beginning more particularly bounded and described as follows, to-wit: Beginning at the southeast intersection of said Lockport Street and Peninsula Avenue; thence running in an easterly direction along the southern right of way line of Lockport Street and along the north side of Lots 37 through 52 as shown on said plat; thence turning and running due north to a point on the northern right of way line of Lockport Street; thence running west along the north side of Lockport Street to the eastern right of way line of Peninsula Avenue; thence turning and running south along the eastern right of way line of Peninsula Avenue to the point of beginning.
