AN ORDINANCE TO AMEND CHAPTER 33 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTIONS 33 -2, 33-16(4), 33 -17(a), 33 -179(a) and (e), 33-20(a) AND (1), AND 33-75 (a), (b), and (c) (16) and (17) THEREOF PERTAINING TO SUBDIVISIONS. BE IT ORDAINED by the Council of the City of Portsmouth, Virgiinia: 1. That Section 33-2 of the Code of the City of Portsmouth, Virginia (1988) be amended by amending the definitions of "Street" and "Street, public" contained therein and by adding the definition of "Variance" thereto to read as follows: Sec. 33-2. Specific definitions. Street. A strip of land or way subject to vehicular traffic which may also serve in part as a way for pedestrian traffic and providing direct or indirect access to property, including, but not limited to, roads, lanes, drives, trails, courts, places, terraces, alleys, avenues, highways, boulevards, or any other thoroughfare. STREET, PUBLIC. An existing street or platted street dedicated and accepted for the use of the general public for all normal purposes of travel, transportation or parking to which it is adapted and devoted. 2. That Sections 33-16(4), 33-17(a), 33-17(a) and (e), 33-20(a) and (i), and 33-75(a), (b), and (c) (16) and (17) of the Code of the City of Portsmouth, Virginia (1988) be amended and reordained to read as follows: Sec. 33-16. Street and block layout. Street and block layout shall conform to the most advantageous development of adjoining areas, and the entire neighborhood, and shall provide for the following: (4) Less than full width streets, public or private, shall not be permitted unless required to provide access in accordance with plans approved by the Planning Commission. Sec. 33-17. Rights-of-way and easements. (a) Street widths shall be as shown in the major street plan and where not shown therein shall not be less than as follows unless approved by the Planning Commission:
